I would not define it as an unconditional 'seller's' or 'buyer's' market across the board, but I would say there are opportunities for organized buyers and sellers right now. The key is ORGANIZED. For a Buyer, this means your financials are organized, and you have lined up your support team (the Buyer's Agent, your Lender if financing, and your Real Estate Attorney).
